Franklin Boro will hold a free Rabies Clinic for dogs and cats on Saturday, November 4, 2023 from 1-3 PM at the Franklin Boro Garage on Cork Hill Road. All animals must be leashed or caged and be accompanied by a responsible adult.
Any owner of a dog or cat newly attained of licensing age or which attained the age of seven months or which possesses a set of permanent teeth shall make application for license and registration tag for such dog or cat within 10 days after acquisition or age attainment.
Dog and Cat license renewals are due in January and February. Beginning March 1st late fees of $5.00 for month will be assessed. In order for a license to be issued, the State of New Jersey requires that the animal is vaccinated against rabies. The rabies certificate must not expire prior to November of the licensing year, if it does the animal will have to be revaccinated. Vaccinating early should not harm your animal however if your vet feels the animal should not be vaccinated early, have your vet write a note stating why the pet cannot be vaccinated and then a license can be issued.
To apply by mail print out the application form below and mail to the Borough Clerk’s Office along with the rabies certificate, check made out to the Borough of Franklin and a stamped self addressed envelope. If you have any questions please call 973-827-9280 X100.
Franklin Borough participates in an inter-local agreement with Vernon Township for all its domestic animal control services. Any questions regarding domestic animal control services such as missing pets, reporting a stray, domestic animal complaints, surrendering a pet or information on pet adoption, please call the Vernon Township Pound at 973-764-7751. If the Animal Control Officer is out on a call or unavailable at the time you call, please leave a message and your call will be returned as soon as possible. The pound is located at 21 Church Street, Vernon NJ 07462. Appointments are required when surrendering pets.
The Vernon Animal Control Officer only responds to domestic animal calls. If you have a problem with wild animals you should call New Jersey Division of Fish, Game and Wildlife at 908-735-8240 or contact a private animal control/removal service.
Disturbing the peace prohibited.
No person shall allow any domestic animal in his keeping, custody, control or ownership to bark, howl or cry continuously for any period longer than 1/2 hour between the hours of 10:00 p.m. and 7:00 a.m. or otherwise repeatedly at intervals of more than 1/2 hour at any time of the day or night, in such volume or manner as to disturb the comfort, peace and repose of persons in the vicinity.
No person owning, keeping or harboring any domestic animal shall suffer or permit such animal to run at large in, upon, or through any public, quasi-public or private street, public park or recreation area, public building or any other public place or place to which the public is invited, and no person owning, keeping or harboring any domestic animal shall suffer or permit such animal to run at large in, upon or through any private property without the authority of the owners of said private property.
When a domestic animal has been impounded for running at large, the animal control officer may file a complaint of this violation in the Municipal Court. There is also a $35.00 pickup fee charged prior to release.
No person owning, keeping or harboring any dog shall suffer or permit it to be upon the public or private streets or in any public place of the Borough unless such dog is accompanied by a person over the age of 12 years and is securely confined and controlled by an adequate leash not more than six feet long.
No person owning or in charge of any domestic animal shall cause or allow such animal to soil, defile, defecate upon or commit any nuisance upon any private property, without the permission of the owner of the property. Any person owning or in charge of a domestic animal which soils, defiles, defecates or commits any such nuisance shall immediately remove all feces deposited by such animal in a sanitary manner.
No person owning or in charge of any domestic animal shall allow such animal to soil, defile, defecate upon or commit any nuisance on any place where people congregate or walk, or upon any public property. Any person owning or in charge of a domestic animal which soils, defiles, defecates or commits any such nuisance shall immediately remove all feces deposited by such animal in a sanitary manner
No person shall permit the accumulation of domestic animal feces or urine upon his/her own property, or property occupied by him/her, to the extent that the odor may be noticeable to any adjoining property owners.
The feces removed from the aforementioned designated areas shall be disposed of by the person owning or in charge of any such domestic animal in a sealed, nonabsorbent, leak proof container. Disposal in a sanitary manner shall include taking the feces home for deposit or wrapping the feces and placing the same in a public trash receptacle. It shall not include burial, disposal or placement in a storm sewer or placing unwrapped feces in a trash can.
